- H. 911 Statute
Adds to existing law to provide for new large loads.
Passed
H. 911 of the 2026 Regular Session was signed on April 2, 2026. The legislature titles it: Adds to existing law to provide for new large loads.
What it requires
A public utility may not serve a new large load except under a service contract the Public Utilities Commission has approved, filed before service begins with a no harm test, the commission's assessment of the effect on existing customers' rates and supporting information.
A public utility may not serve a new large load except under a service contract the Public Utilities Commission has approved, filed before service begins with a no harm test, the commission's assessment of the effect on existing customers' rates and supporting information. A new large load is one that raises the cumulative power requirement of a service entrance by 50 megawatts or more in any 60 month period under a contract entered into on or after July 1, 2026. The commission must decide within 270 days and must approve where the utility shows that service quality and reliability for its other customers will be at least as good as if it had not served the load, and that the new large load funds its full cost of service, its share of generation, transmission, substation and distribution investment included; approval is conditioned on financial security sufficient to protect the utility's other customers from stranded or unrecovered costs. A load may not escape the test by splitting itself among service entrances or adding meters to serve one enterprise, and the commission reviews an approved contract's rates in every general rate case.
A law here is one statute, utility commission order, tariff, tax rule, moratorium or bill at the state level. What it requires is taken from the text, never summarized from coverage; a date the text does not give is left empty. Its status is one of five, defined on the laws index. The dated events beneath a law are the scorecard entries that cite it.
